I have been licensed to practice law since 1980. For the first 25 years of my legal career, I worked for the Employment Security Commission and held a number of positions with that agency. During that time, I obtained a detailed understanding of the unemployment benefit system in North Carolina. From 1980-1991, I worked as an Appeals Referee and conducted unemployment benefit appeals hearings. From 1991-1997, I was the Chief Appeals Referee and was responsible for the conduct of all unemployment hearings in North Carolina. From 1997-2005, I held several positions in the agency's legal department, including Deputy Chief Counsel.
